DEPARTMENT OF SOCIAL WELFARE AND COMMUNAL DEVELOPMENT

The Social Welfare and Community Development Department shall assist the Assembly to formulate and implement social welfare and community development policies within the framework of national policy.

The Department;

  • Facilitate community-based rehabilitation of persons with disabilities;
  • Assist and facilitate provision of community care services including:
  • Registration of persons with disabilities;
  • Assistance to the aged;
  • Personal. social welfare services;
  • Hospital welfare services;
  • Assistance to street children, child survival and development; and
  • Socio-economic and emotional stability in families;
  • Assist to maintain specialized residential services in the districts;
  • Facilitate the registration and supervision of non-governmental organizations and their activities in the district;
  • Assist to organize community development programmes to improve and enrich rural life through:
  • Literacy and adult education classes;
  • Voluntary contribution and communal labour for the provision of facilities and services such as water, schools, library, community centers and public places of convenience or;
  • Teaching deprived or rural women in home management and child care.

WHAT IS DISABILITY FUND ?

The Disability Fund is three percent (3%) of the District Assembly Common Fund allocated to Persons with Disability in the District. For the effective utilization of the fund, a District Fund Management Committee is put in place to oversee the disbursement and utilization of the fund to the Persons With Disabilities (PWDs) Membership of the Committee is made up of the following;

a.  National Council on Persons With Disability District Officer

b. The Chairperson of Social Services Sub-Committee

c. District Director for Department of Social Welfare and Community Development

d. Two (2) representatives from Ghana Federation of Disability Organization at the district of which one (1) must be a female

e. District Director of Ghana Enterprise Agency

f. Co-opted technical member(s) that the Committee deems fit.

MODE OF ACCESSING FUNDS FOR PWDS

AREAS FOR FUNDING

The underlisted are areas for support under the DACF for PWDs

  1. Advocacy awareness raising on the rights and responsibilities of PWDs
  2. Strengthening of OPWDs (Organization Development)
  3. Training in employable skills/Apprenticeship
  4. Income generation activities (input/working Capital)
  5. Some educational support for children, students and trainees with disability
  6. Provision of technical aids, assistive devices, equipment and registration of NHIS

ACCESS TO DISABILITY FUND

Both groups and individuals shall have access to the fund. Individual PWDs who are not members of any OPWD can access funding from the fund for any of the purpose stated above.

WHO QUALITIES TO ACCESS THE DISABILITY FUND

Any person who falls under the following categories of disability;

  1. Visually impaired
  2. Hearing and speech impaired
  3. Physical challenged
  4. Multiple Disabled person
  5. The person must be residing in North Dayi District

WHERE TO APPLY

PWDs must apply through the Department of Social Welfare and Community Development
